Reform of the Universities Act: Opportunity or other trains lost?

Reform Act of Universities should be an opportunity to leverage a quality education in the country, strengthening the institutions of higher education for the benefit of ensuring the excellence of the human capital of her graduates.

A reform of this caliber should be an opportunity to promote modernization, globalization and the opening of our houses of learning to new realities such as the creation of joint degree programs with universities or double Asian, European and U.S. of which we can certainly learn as much, and the establishment of programs undergraduate student exchanges abroad, as a quasi-exhaustive in the curriculum of studies that could provide grants or financial support to state undergraduate level.

These practices make possible real processes of transfer, assimilation, sharing, learning, ownership and generation of knowledge, cultural experiences and best practices that could certainly make a difference and routed through the path of development, as have diversity of countries called emerging economies such as Singapore, Finland, India, Norway and many more. where the trigger has been implemented reforms its education, science and technology, promoting the attraction and integration of the best international education programs in their countries and evaluation of their teachers and professors as setter for the quantum leap.

Obviously this requires the conclusion of a national vision of long-term horizon with a clear and specific goals designed to increase the quality levels of our education, through public policies that promote and foster educational exchanges and the creation of training programs ; joint class universities world, the best allocation of the infrastructure of our houses of study, among many more.

This is imperative in our country truly shameful resolution of issues - such as debts accumulated in the payment of teachers-especially with oil revenue as large as in recent years The significant improvement in their salary schedules and status, giving it the importance that this work is for a society that understands the value of this work for budget development and loose in our house of studies for its optimal operation and not continued presence of budget deficits that undermine the capacity, functionality and quality of our university education system.

rethink higher education system on a visionary and progressive scheme, if a revolutionary mission, which transcends even downstream in the scheme of basic education (first level and second level); rethink the English language requirement since the early years of training and the existence of bilingual chairs are inter alia, the substantive discussion that I personally hope will occur in a law reform of our universities.

However it is noteworthy that these demands or desires are not even remotely we hear from students, or teachers in a country whose political polarization seems to have swept the vision and long term, where the central themes of the discussion seem to be the same, administrative, budgetary, authority election system chancellors and accountability, all important issues, but once again neglecting the heart of the matter is the quality of education and how we do (long-term comprehensive strategy) to our professionals are on par with graduates from universities world class.

A discussion of the reform of the Universities Act, likewise should not lose sight of the instrumentation mechanisms and public policies that foster and encourage closer links with the productive sector and promote research processes that result in patents of industrial interest, going beyond the invention and indeed may arise in the process of successful entrepreneurship and innovation; these are some elements that I personally aspire constitute the center of a serious discussion, responsible, necessary and visionary of this instrument, otherwise I think we could be facing another missed opportunity country.
