The LOCTI reform: a dismantling of synergies between the actors of SNCTI

The Law on Science, Technology and Innovation (LOCTI) and partial regulation in force to this date, despite some weaknesses have expressed some ambiguities, general and even some vague concepts embodied in their literal in its five years of implementation, are instruments of public policy that have promoted processes of knowledge generation by the universities closest to their application for the product sector to be in many cases coordinated between the two, always under the eye of the regulator.

The LOCTI has encouraged companies steadily approaching the universities and R & D to develop training programs and research increasingly customized to specific requirements, and application opportunities results to the solution problems, or a prototype laboratory-scale massively impacting productivity in a chemical, metal, or any other productive sector and segment, helping to leverage capacity or the creation of these together.

the LOCTI
also favored the development of innovation capabilities in firms through their own projects where links to third actors, technological development has enabled the substitution of imported for local manufacturing capacity in the I leveraged + D, or process of adaptation, optimization and improved technology on the basis of management knowledge, or the professional development of staff, contributing to increased productivity and business competitiveness and thus to universities and R & D.

has even stimulating investment by business in community programs for technical trades training or capacity building in science and technology in secondary schools and foundations through intervention programs on social and environmental . Just as in the creation of research centers, postgraduate, scholarship funding, publications, conferences, awards, outreach events and transfer knowledge on a wide range of topics.

This new law has facilitated the strengthening of links and synergies from the trust in this network of actors, who make up the National System of Science, Technology and Innovation, despite the absence and ineffectiveness of some links in the value chain.

However, despite this favorable balance from every point of view, in the midst of a very troubled country, where innovation is more of a challenge, the discussion turns to mat and politicized limited Manichean joint and coordinated work between the actors in this system over disputed resources in a scenario where the state does everything he can to be used only to public science, technology and innovation in a blank check, where unknown to other actors than those agencies under the Ministry Science, Technology and Industry Intermediate, forgetting also in many cases accountability to contributors of these resources.

In the midst of this scenario LOCTI reform initiated in 2009, stop and resumed in November this year again creates uncertainty about the legal framework that is supposed to stimulate science, technology and innovation in this country by working together SNCTI actors.
